The Assistant Program Manager performs the management functions necessary for the implementation of the Women’s Behavioral Health Services contract and the REACH program with the Department of Mental Health and Addictions Services. The Women's REACH program provides recovery supports for women who are pregnant or parenting women with substance use or co-occurring disorders. This position will represent ABH® and its services in a positive and professional manner and adhere to ABH®’s best practices, guidelines, policies and procedures as established, promoting ABH® as a leader in behavioral healthcare in all interactions and work.
DUTIES AND RESPONSIBILITIES:
- Manages the Women’s Behavioral Health and REACH programs at Advanced Behavioral Health;
- Maintain familiarity and understanding of contract requirements related to the daily performance of utilization management, case management, and clinical activities;
- Supervise the performance of case review for all cases involving women referred to Specialized Women’s Residential treatment facilities, meeting all contract performance standards. Such case review supervision should be performed in a manner that seeks to build collaborative relationships with the provider community;
- Supervise the documentation of all clinical data collected during the review process, meeting all contract performance standards for documentation. This documentation should include, but not be limited to, Pre-/Post-Admission, Continued Stay, Discharge and Informational Reviews;
- Provide clinical oversight and guidance for Utilization Management staff as needed to facilitate timely and correct processing of non-acute care authorization requests;
- Identify quality concerns related to providers and notify the Program Manager Director;
- Participate in targeted technical assistance and training for providers in collaboration with the Program Manager and representative of DMHAS;
- Participate in ongoing planning and evaluation efforts including attending meetings with representative(s) of DMHAS;
- Produce regularly scheduled contract reports to DMHAS, as well as internal reports, and special request reports;
- Provide primary supervision of Women’s Recovery Specialists, focusing upon their case management activities. Such supervision will utilize a database activity reporting system, as well as on site visits, and team meetings;
- Provide primary supervision of the Women’s Recovery Navigators (WRN) who will work within the community to engage women needing access to care to increase real time engagement with treatment and support the development of an individualized recovery support network. Such supervision will utilize a database activity reporting system, as well as on site visits, and team meetings;
- Provide guidance to the Women’s Recovery Specialists (WRS) as they work collaboratively with the Specialized DMHAS funded Women and Children’s Residential Treatment Providers to develop a comprehensive discharge plan for the women in residence at the programs;
- Provide guidance to the Women’s Recovery Navigators, who will develop collaborative relationships with local community-based programs and providers within the medical and behavioral health community including birthing hospitals, recovery-based programs and other state partners including the Department of Children and Families and Office of Early Childhood;
- Provide support and direction to the WRS and WRN as they assist their clients in following through in the community with the discharge plan that was developed while they were in the Women and Children’s Residential Treatment Program or to assist them in developing a recovery plan in the community if they discharged from treatment early;
- Maintains confidentiality of all client protected health information and adheres to all HIPAA related policies and procedures;
- Demonstrates ethical behavior and cultural sensitivity in all activities involving individuals of diverse backgrounds;
- Performs other tasks/responsibilities as required to support the business operations.
SUPERVISORY DUTIES AND RESPONSIBLITIES:
Responsible for the supervision/management of staff assigned. This includes; but is not limited to establishing and maintaining a working environment conducive to positive morale and teamwork; recruit and hire qualified employees; provide orientation and on-the-job training for staff. Establish short and long term goals that are both measurable and obtainable to meet contract requirements and ensure that these expectations are clearly communicated and understood by all direct and indirect reports. Review and approve all applicable timesheets. Oversee the daily responsibilities of direct reports to ensure that ABH® policies and procedures are being followed and the program/department goals are being met. Provide year-round feedback to employees, counseling, coaching, and training resources and support as necessary. Refer performance concerns/issues to next level Manager & Human Resources Department for advice, next steps and appropriate action. Complete timely staff performance evaluations outlining clearly defining goals/expectations, secure applicable signatures/approvals and process paperwork.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Addiction treatment professionals with a current, active State of Connecticut professional license: Examples include Registered Nurses (RN), Licensed Clinical Social Workers(LCSW), Licensed Marriage/Family Therapist (LMFT), or Licensed Professional Counselor (LPC);
- Direct experience in the delivery of addiction services for no less than a period of five (5) years;
- Experience in the delivery of treatment and recovery support services to women;
- 3 – 5 years of demonstrated Supervisory experience;
- Experience interfacing with child welfare;
- Cultural competency;
- Attends annual Conflict of Interest training.
- Ability to work from a strengths-based perspective;
- Knowledge of trauma, domestic violence, and mental health issues and its impact on women in recovery;
- Knowledge of female needs, challenges and strengths;
- Knowledge of Gender Responsive Treatment;
- Must be flexible in order to respond quickly and positively to shifting demands and changing management opportunities;
- Willingness to travel to provider sites as needed to provide technical support and assistance related to utilization management functions. Travel would be anticipated to occur at an average rate of 1-2 visits every 3 months;
- Strong attention to detail; ability to work on multiple tasks and meet deadlines;
- Excellent PC skills with demonstrated experience using Microsoft Office Package (MS Word, Excel, Power Point, Access, Outlook); internet;
- Strong written and verbal communication skills required.
