Manager/Senior Manager, IT Applications - Research

Reporting to the Director of Information and Research Technologies, the Research IT Manager/ Senior Manager is responsible for the life cycle planning of Research IT hardware, software and cloud resources through selection, operation, refresh, migration, optimization, retirement and disposal. The Manager position directly oversees a team of 3-5 IT professionals to design, plan, coordinate, implement and maintain Research IT technologies. The Senior Manager oversees a team of 6-10 internal IT staff, including contracted IT professionals during major implementation periods when such staff augmentation is warranted.
The Manager and Senior Manager roles are responsible for ensuring an exceptional customer experience; for streamlined processes and stable operations; for managing vendors; for developing a culture of and skills in process improvement; for proper documentation; and for staff training, performance and development.
The Research IT Manager will work closely with application owners, management and faculty members as a customer-oriented partner to identify, categorize and prioritize requests; to contribute to the development of project and program roadmaps; and to develop and support cost-effective technology solutions. The Research IT Manager is responsible for establishing service level agreements that align with business and research strategies and requirements.
The Research IT Manager will work closely with IT managers and leads, including Applications Managers, the PMO, Service Desk and IT Architecture, to support cross-IT projects, process improvements and initiatives; to support mission critical IT operations; to contribute to strategy development and technology architectural decisions; to support information security initiatives and uphold information security policies; to problem solve; and to advance shared goals.
Working closely with the Director of Information and Research Technologies, the Manager/ Senior Manager contributes to the Research IT operating and capital budgets and forecasts and is responsible for proper stewardship of the funds and expenses.
What distinguishes the Manager from the Senior Manager level is the scope of responsibility, the degree of independence, and the depth and breadth of experience. In addition to managing daily operations, the Senior Manager devises the Research IT program strategy and manages the associated component projects. The Senior Manager works directly with IT Enterprise Architecture, IT Operations and with the top business stakeholders to make key strategy decisions and design the Research IT roadmap together. The Senior Manager has responsibility for Research IT technology solution selection and implementation. The Senior Manager presents business cases to Senior Management alongside top business stakeholders. The Senior Manager works with on contracts and budget management with more independence than the Manager level.
Strategy & Planning
- Ensure high-quality Research IT application performance by developing a deep and robust understanding of the solutions’ architecture and design, implementation considerations, customization and integration.
- Formulate and deploy long-term strategic plans for acquiring and enabling efficient and cost-effective Research IT solutions in support of faculty and research staff. Contribute to enterprise architecture roadmaps and decisions.
- Ensure that the vendor's solution evolves to continue to meet the organization's needs, by proactively identifying and prioritizing requirements for future releases, often doing this through participation in vendor-sponsored committees or independently run user groups.
- Plan and coordinate patches and release upgrades, and play a principal role in managing the enterprise's relationship with the vendor.
- Manage their team’s operational and technology development planning, including business requirements gathering, roadmap development, project planning, organizing and negotiating the allocation of resources.

- The Senior Manager role has the primary leadership responsibility for the Research IT program strategy, roadmaps, associated projects and key strategy decisions.
- The Senior Manager has responsibility for Research IT technology solution selection and implementation. The Senior Manager presents business cases to Senior Management alongside top business stakeholders.
- Define and communicate milestones, service level agreements, and resource allocation to executive team, department leads, support staff, and end users.
- Develop and review budgets and ensure they comply with stated objectives.
- Review performance of IT systems to determine operating costs, productivity levels, and upgrade requirements.
- Develop vendor bid requirements, reviews submitted bids for compliance with stated requirements, and makes the appropriate award.
- Contribute to business case justifications and cost/benefit analyses for IT spending and initiatives.
- Research potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts.
- In collaboration with peer managers, develop IT policies and procedures.
- Participate in the negotiation and administration of vendor, outsource service providers, consultant contracts and service agreements.
- Establish and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent IT activities.

- The Senior Manager modernizes and implements Software Development Life Cycle (SDLC) when needed.
- Establish and nurture trusted relationships with senior-level, decision-making business executives, as well as with people throughout the assigned business unit.
- Create and drive an ongoing environment and culture of exceptional customer experience.
- Develop metrics to measure the level of customer satisfaction from all interactions with internal and external contacts.

Staff Leadership, Development & Management
- Perform organization design and job description development. Work closely with IT leadership to update job descriptions to support emerging IT organizational strategies.

- Both levels: Manages special projects and initiatives.
- Both levels: Perform other duties as required.
- Bachelor’s or Master's degree in science, technology, engineering or mathematics, or equivalent work experience. Advanced degree (PhD, DSc, MD or equivalent) in life and natural sciences strongly preferred.
- Manager: 5+ years demonstrated success in a technical Research IT leading position or leading and developing a highly motivated, engaged Research IT support team. Candidates with an advanced degree: 1+ years.
- Senior Manager: 10+ years’ experience operating and overseeing Research IT systems. Experience leading Research IT planning initiatives and high performance Research IT teams. High degree of familiarity with current Research IT technology. Candidates with an advanced degree: 5+ years.
- Experience implementing & supporting Research IT applications at research intensive organizations.
- Senior Manager: Proven experience serving as the primary leader establishing the vision and roadmap for Research IT programs. Holds top responsibility for Research IT implementations, upgrades, integrations, enhancements and new capabilities.
- Senior Manager: Experience presenting to and influencing senior-level management and key stakeholders to achieve program go/ no go decisions and budgetary decisions
- Demonstrated track record of running scientific applications in high performing computing and large-scale storage environments.
- Senior Manager: Experience designing solutions for the above.
- Experience with systems design and development from business requirements analysis through to day-to-day operations.
- Senior Manager: Proven experience managing scope; allocation of resources to operational versus development work; system lifecycle management.
- Demonstrated ability to apply IT in solving business problems.
- Senior Manager: Experience with Research IT architecture review.
- Excellent initiative and organizational skills to prioritize complex tasks, projects, and workflow, and use independent judgment to make decisions regarding operations and deadlines
- Senior Manager: Proven experience implementing formal process improvement programs increasing quality and/or efficiency while reducing cost.
- Interpersonal relationship skills sufficient to allow incumbent to effectively lead others, to develop consensus among those holding disparate opinions and to work effectively with individuals and groups made up of people representing a diversity of levels and degrees of sophistication.
- Ability to organize, manage and monitor multiple projects to successful completion, adapting to shifting priorities in a high-pressure environment.
- Senior Manager: Experience managing staff, consultants, vendors, budget and projects, in close coordination with business partners, to realize the Research IT roadmap and achieve deliverables.

- In-depth knowledge of applicable laws and regulations as they relate to IT (PCI, CLIA, HIPAA, GxP, as relevant).
